How to tell my cousin no when he wants to borrow something of mine?

he always comes to my house and asks if he could borrow my clothes and shoes, i lend them to him and he never brings them back, whats more annoying is that he messes the stuff up as if they were his,and when i ask for them back like a month later, he says he'll bring them back and just avoids me for a long *** time. How do i deal with this and not sound bitchy and stingy.
