Can a baby chicken have stunted growth?

my baby dove is like that too; i took him out of the nest because the mother rejected him and I've been hand feeding it for about 10 days. there were two baby doves, and the second one already has all his feathers and is growing real fast; he's all fat and healthy. the one I'm taking care of looks exactly the same as when i first found it! i'm afraid something is wrong with him because he's not really growing, hes still so tiny :\
